Present:

Present: Board: Raymond Engle, Mark Berube, Patrick Perugino, Roxanne Perugino,
Karen Kulesa, Martin Wetzel, Daniel Santorso, Gerard Bourbonniere and Anthony Orsini

Administrators: Dr. Distasio, Superintendent of Schools, Thomas Meehan, Director of Pupil Personnel & Special Education, Peter Lovely, Director of Curriculum & Instruction, and Richard Trudeau, Director of Technology

Excused absence: Mr. Santogatta, Business Manager


1. CALL TO ORDER AND PLEDGE TO THE FLAG

Mr. Perugino called the meeting to order at 7 p.m. The group joined in the Pledge to the Flag.

2. ADOPTION OF THE AGENDA

MOTION: To amend the agenda to add 7F – out-of-state field trips. Motion Roxanne Perugino, seconded Daniel Santorso motion passed unanimously.

3. APPROVAL OF MINUTES

MOTION: To approve the minutes of the Regular Board Meeting of June 9, 2010. Motion Martin Wetzel, seconded Roxanne Perugino motion passed unanimously.


4. PUBLIC COMMENTS REGARDING AGENDA ITEMS

7. NEW BUSINESS

A. Notification of Resignations

Dr. Distasio accepted the resignations of the following individuals: Sharon Newcity, history teacher at Terryville High School; Renee Rogozinski, part-time paraprofessional at Plymouth Center School; Katie Breitkreutz, grade 3 teacher at Harry S. Fisher Elementary School; Nicholas Libera, paraprofessional at Eli Terry Jr. Middle School and Terryville High School; Katherine Brown, psychologist at Terryville High School; Siobhan Kalnins, pre-k teacher at Harry S. Fisher Elementary School and Hope Covello, paraprofessional at Eli Terry Jr. Middle School.

B. Appointments
The Board Members were provided a list of the staff that were hired over the summer months by Mrs. Perugino and Dr. Distasio in their packet.

C. Organizational Chart

MOTION: To approve the Organization Chart as presented in the packet to Board of Education Members. Motion Anthony Orsini, seconded Martin Wetzel motion passed unanimously.

D. Childbearing/Childrearing Leaves

MOTION: To approve a request for childbearing leave for Jennifer Chasse, grade 1 teacher at Plymouth Center School. Motion Martin Wetzel, seconded Roxanne Perugino motion passed with an abstention from Raymond Engle.

MOTION: To approve a request for childbearing leave for Amy Battisto, grade 4 teacher at Harry S. Fisher Elementary School beginning on or about October 8, 2010. Motion Gerard Bourbonniere, seconded Roxanne Perugino motion passed unanimously.

MOTION: To approve a request for childbearing leave for Julie Simonsen, grade 5 teacher at Harry S. Fisher Elementary School beginning on or about November 9, 2010. Motion Martin Wetzel, seconded Roxanne Perugino motion passed unanimously.

E. UAW Contract for 2010 through 2013

The Plymouth Board of Education was in negotiations with the UAW Paraprofessionals and Secretaries this summer. The proposed 3-year settlement is as follows: 2% increase for the first year; 0% increase for the second year; and 2.5% increase for the third year with no step increase. There were also changes in health insurance premium contributions with this contract as well as changes for all new members to the bargaining unit hired after July 1, 2010.

Mr. Wetzel called for the following motion:

MOTION: To approve the three-year contract with the UAW 376, paraprofessionals and secretaries for 2010 – 2011 through 2012-2013. Motion Martin Wetzel, seconded Roxanne Perugino motion passed unanimously.

F. Out-of-State Field Trips

MOTION: To approve the trip to West Springfield, Massachusetts for grade 9, 10, 11 and 12 Terryville High School band students to attend the Eastern States Exposition Parade on September 24, 2010. Motion Martin Wetzel, seconded Gerard Bourbonniere motion passed unanimously.

MOTION: To approve the trip to New York City for grade 9, 10, 11 and 12 Terryville High School band students to attend the Columbus Day Parade on October 11, 2010. Motion Anthony Orsini, seconded Gerard Bourbonniere motion passed unanimously.


8. BOARD MEMBER/COMMITTEE REPORTS

A. Curriculum – Karen. Kulesa, Chair

The Curriculum Subcommittee met prior to the Board Meeting and discussed the following: (a) The summer school program at the high school - Fifteen students were able to graduate due to the program and (b) CMT and CAPT – a full report will be presented in October.

B. Facilities – Raymond Engle, Chair

As part of the grant application process, the State Department of Education requires that not only the Board of Education approve the Project Specifications but also the “Educational Specifications”. After a review of the Education Specifications presented to the Board in their packet for the roof replacement at Eli Terry Jr. Middle School, Mr. Engle called for the following:

MOTION: To approve the “Educational Specifications” for the roof replacement at Eli Terry Jr. Middle School. Motion Martin Wetzel, seconded Roxanne Perugino motion passed unanimously.


C. Finance – Gerard Bourbonniere, Chair

The Finance Subcommittee met prior to the Board of Education Meeting and reviewed the Final Report for 2009 – 2010 and the July accounts by facilities report and moved that they be forwarded to the Town of Plymouth Board of Finance.

D. Negotiations - Martin Wetzel, Chair

Mr. Wetzel reported negotiations with the Plymouth School Nurses Association will begin between January and February of 2011.

E. Personnel – Roxanne Perugino, Chair

Mrs. Perugino reported that the Personnel Subcommittee Chair met with the Superintendent during the months of July and August and members of the Board were presented a list of all new hires and appointments.


F. Policy – Mark Berube, Chair

No Report


G. Safety/Transportation – Anthony Orsini, Chair

The bus schedules have been published in the local newspaper.


H. Education Connection – Karen Kulesa

No Report


I. Student Representatives

Not in attendance at the August meeting.



9. ADMINISTRATIVE REPORTS/REQUESTS/INFORMATION


Mr. Meehan – Director of Pupil Personnel & Special Education

Mr. Meehan reported it has been a very successful summer. Seventy-five students attended summer school. Plymouth partnership with Thomaston provided a speech pathologist, teacher and paraprofessional. Mention was made with respect to IEP Management Tool and IEP Direct and how these were more comprehensive with the development of IEP’s was discussed.

Mr. Lovely – Director of Curriculum & Instruction/District Administrator In Charge

Nothing to add.


Mr. Trudeau – Director of Technology

Mr. Trudeau thanked Connor Raymond and Jeff Telke for tonight’s broadcast. Conner is CCSU bound concentrating on Computer Security Networks. The technical team and custodial staff did a great job this summer. Thank you to Joe Dennis and his staff. Jeff and Mrs. McBaine did a wonderful job. We are right on schedule. The bus schedule is on our website. Inform is up and running and staff will have training. We are in line with our Technology Plan of 2009. Student data base to attract student achievement is right on schedule.


Mr. Santogatta – Business Manager

Dr. Distasio – Superintendent

The Opening Meeting for all staff will take place on August 23, 2010 at Terryville High School from 10 a.m. to 12:30 p.m. Following that meeting, the staff will report to their respective schools for meetings and organizing their classroom. Professional Development activities for all staff is scheduled for August 24th and August 25th.

Dr. Distasio thanked Mr. Santogatta, Mr. Dennis and the custodians for doing such a wonderful job in preparing our school facilities for this school year. The buildings are in great shape and ready for our students. He encouraged the public to look at the schools. At Eli Terry Jr. Middle School, the front brick work has been corrected and the gym and stage floors were sanded and redone. At Harry S. Fisher Elementary School, a fence has been erected and eleven classrooms have thermo windows. At Terryville High School, new signs are up to creating a welcome atmosphere.

The first day of school for students is Thursday, August 26th, 2010. We are again looking forward for another exciting and productive school year in the Plymouth School District. The best day of the year for educators is the first day of school.

Terryville High School Mr. Bourbonniere – 1st meeting September 1st in the cafeteria at THS @ 7 – 7:30 p.m.

12. Final Board Comments

Mr. Berube - We’re off to a great start to the school year. The 1st day of school is always great and continued lots of luck.

Mr. Engle - Board Members – Reminder CABE Convention will take place in November.

Mr. Orsini - To Ms. Suffridge and Mr. Falcone who are beginning new positions, to all of our administrators, principals and staff best wishes for a successful and happy school year.

Mrs. Perugino - Welcome Back everyone to another school year. The schools look great. Many thanks to our custodians for all of their hard work. May we all have a healthy and happy school year.

Mr. Santorso - Echoed Mrs. Perugino’s comments.

Mr. Bourbonniere - Good Luck to all on August 26th.

Mrs. Kulesa - Welcome Back All and here’s hoping everyone has a fabulous school year.

Mr. Perugino - Mrs. Radke and Mrs. Worhunsky – thank you. The schools are in tremendous shape. Our custodian staff is #1 under Joe Dennis’ leadership.

13. Next Regular Board Meeting

Mr. Perugino stated that the next Regular Board of Education Meeting will be held on September 8, 2010 at 7 p.m. at Terryville High School.

14. Adjournment

MOTION: To adjourn the meeting at 7:23p.m. Motion Roxanne Perugino, seconded Raymond Engle motion passed unanimously.
